Booting from a CD in Windows, from what I’ve read, can be a bit tricky. What you’ll need to do is get into your system BIOS and change the settings to start by booting from the disk drive of the computer.
To enter the BIOS you’ll need to press a key that access the BIOS on start up. This key is generally “F2″ but you may need to check you system manual if that doesn’t work.
Once you are in the BIOS, you will need to navigate to the BOOT section, and select the disk drive.
Save your changes, and restart the computer.
This time it should check the CD-Rom drive for a disk. If one is found, it will boot from that disk.

2It’s not windows, this is hardware.
And this configuration is the default configuration for most computers. Some computers has also the option to press a key while are starting up to select the boot device (CDROM, USB, IDE, etc.)
Mac is better in a lot of ways, but in this case is just another hardware.
