The quickest fix is to dab clear nail polish around the edges of the run or the hole. The nail polish can secure the fibers and will stop the run or tear from getting bigger.
This might not do the trick for big holes, but for small ones, it does magic.
Stitching may not be the right solution for thin and sheer tights. But for the thicker ones, you can do this.
Find the right thread color which matches the color of your tights and do the mending on the inside of the stitch.
To prevent from getting runs, you can cut your toenails and file them so they won’t snag on your nails. You should also roll tights one at a time on each leg. Prevention is always better than cure anyway.
